In the course of examination of the Hong Kong
Revenue Accounts the Comptroller and Auditor General
considered it desirable to instruct the Local Auditor Mr.
Nicolle, to inspect the Post Offices at the Northern Ports,
and, as there do not appear to be any regulations as re-
gards rates of daily allowance to Officials when travel-
ling, Mr. Nicolle was also instructed to keep a careful
account of all expenses incurred with a view to a rate
being fixed in future.
During the time the Local Auditor was absent from
Hong Kong, viz from 17th June to 17th July 1893 both-in-
clusive the total expenses for his own and his servant's
travelling and subsistence amounted to $208.96.
Mr. Nicolle however has explained that his
friends at the various ports so hospitably entertained him
on this occasion that his hotel bills were very small,
Sir Charles Ryan considers it desirable that
Officials when travelling should be in receipt of a fixed
subsistence allowance and he proposes, should the Secretary
of State see no objection, to fix the travelling allowance
for the Local Auditor or his Clerk at $4.50 for every night
and day spent on shore divided as follows:- $2 for each
night and $2.50 for each day, to cover all expenses of
board and lodging for himself and servant.
